Can you sell alcohol in food and drink without a licence?

I am in the process of applying for a personal licence (I have already taken the qualification and just need to send off all the paperwork), but we have an event next weekend.

Do the bars pay the organizers for bringing the people, is it the other way around, or do they reach an agreement where the bars allow all the people in the pub crawl free entrance + drink(s) and there is no money per head either direction.
